There were 2 different Lockley's in the unit. Vernon,who died on march 16,1863 and James, who received the pension on sept 1 1913. I thought I explained it properly in my comments. Read them again. They were father & son. James might have been a bit confused when filling out the app. BUT IT WAS HIM. No one else. Charles Lockley.
