Hi Charles, I just got off the phone with one member of the Rocksprings Cemetery Association. Her name was Mrs. Bennett. Usually a cemetery must give permission whenever a stone is placed. However it appears the Rocksprings Cemetery is lax on their rules. Having said this if it is a government marker than the NCA would insist upon prior permission from the cemetery before shipping the marker. Mrs. Bennett is looking into this area and will have an answer in a few days. Once we find out who ordered the Confederate marker for James L. Lockley we might be able to find out why they listed his Confederate unit "Troop A 2nd Texas Battalion Cavalry"?
