Does your information suggest that Lockett was at Talladega at the time of Rosseau's raid? I don't recall it being mentioned in reports......As far as military police, Major Walthall sent out squads of his own men from time to time. For example, a squad from Talladega went into southern Shelby County to suppress a band of deserters there in 1864. I would understand Lockett's command to have been another instance of 'Supporting Forces', conscripts and exempts acting as provost guards. These were based at military posts.
