For instance commissions were normally issued at the lowest level, which may explain why Lockett never got a PACS commission as captain. Captains in PACS service were rare. PACS and a volunteer commission could be held simultaneously, but almost all PACS officers were former volunteer officers who had resigned their commissions. One of my long-term projects concerns PACS officers assigned to duty at either Camp Buckner (Talladega) or Camp Watts (Notasulga). I have a pretty fair list of officers assigned to Camp Watts (1st Conscript Regiment) and a few assigned to Camp Buckner (2nd Conscript Regiment?) along with their service records. Quite a number left Camp Watts as compny officers of Swanson's Regiment, the 61st Alabama. And some, like Wm. H. King, became officers in Junior Resrve companies.
