We'll probably discover that the Confederate Congress authorized a set number of officers for the PACS and no enlisted men. That's what I suspect. There may have been a limited number of regulars. I'm sure you're familiar with the 1st Alabama Artillery Battalion, which was transferred from the Army of Alabama to the PACS very early in its career, the Confederate Marine Corps, the 1st Georgia Regulars, and a couple of other organizations. I believe I've seen ads in the Mobile Advertiser/Journal for the regular army; evidently few were willing to join.
