Came across a few answers to your questions. First, you did indeed see the phrase "Alabama City Guards" in the microfilm. That's the way it's presented on the printed cards. It reads "Capt. Lockett's Co., Alabama, City Guards". Where the clerk printed it, "City Guards" appears on the line below "Lockett's Co., Alabama". I guess "Alabama City Guards" was kind of an optical illusion.

Next, 1st Lt. William H. Kelly commanded this company in 1864, at least on two requisitions I saw in his file for February and April of that year. He also associates his company with the two led by Lt. Echols at Montgomery, calling his his "Co. C" of the Provost Guard. Now I'm wondering why this company wasn't assigned to a line regiment like the two in Montgomery were.

Finally, you asked about the PACS. According to 'Guide to the Archives of the Confederate States of America', p. 302, "a total of 750 officers and cadets" were authorized by Congress on March 6, 1861. It also says "efforts to enlist privates were largely unsuccessful."

I didn't get to the library to finish Kelly's records, so I will continue to work on this.
