As far as Wheeler's and his cavalry, Wheeler was not a stellar cavalry commander. He abysmally failed as a cavalry commander. He failed in doing his duty in keeping the commander informed, providing information to the commander to ensure he had the information he needed to make timely decisions, providing economy of force, orienting on the enemy's main body, and the list goes on and on. If it was one or even two instances, it would hardly be worth mentioning but he is a repeat offending in many aspects.

As far as Gatewood, I have not seen the reference where you thought he feel within the Robin Hood category but from what I have read people who felt the impact of his actions in north Chattooga and in Walker County would probably beg to differ.

It is the role of the local, state, and national government to protect the civilians. If a government fails to do so from the likes of Gatewood and the soldiers have to desert the government to do so then the government looses legitimacy. Sounds like recent history in two different countries doesn't it?

Did Gatewood ordain himself to do what he was doing? I have seen a reference where Wheeler tasked (and I use that term very, very loosely) to recruit in the region?

Gatewood was not the only one doing this stuff but the innocent and tainted blood he spilled does stain the pages of history.

Desertion began in earnest in that region in August 1863 with Vicksburg parolees. Desertion among Vicksburg brigades was huge to say the least.
