I see that this post is rather old (last October), but if you haven't found your answer yet as to the location of the Parade Grounds at Monticello Arkansas, I have a very likely theory: Rising above Monticello is Rough and Ready Hill. It was the site of the original county seat and location of the long gone community of Independence. It also marked the far Western end of the Old Dermott Road.
