From what I can find, I think whoever was in charge at Camp Bowie, Az. was keeping tabs on former confederate soldiers who where going west. I am trying to find if this was US Army policy or just some local commanders policy. Will have to dig into the OR's.
Since the cards are dated Sep 1865 which was three months after the war was over makes me wonder. I know the paroles said something like "safe passage to home of residence", have no idea what rules governed movement within state or to another state.
