Just my two cents, but perhaps by 1938, Gettysburg had become the most publicized event of the war. Any reunion or celebration with invitations to those few veterans still alive could have carried a heavier weight of importance.

For example, a reunion for the charge at Franklin might have been attended more [at least by Southerners], but it did not yet have the mark of a comparable hallmark event.
