I requested a stone last year for a CS vet and the VA refused. Seems like they have reinterpreted the the qualifications. It used to be no problem as long as there was no gravestone/marker on grave. Now the grave is considered "marked" if listed in cemetery/plot records,even though there is in fact no gravestone there.
