I wouldn't expect to find those records in Wisconsin. Tennessee or another Southern state would be a much better place to ask about them.

Sometimes a list of deserters was published in a newspaper having circulation in the home county of the deserters, so you can try that route as well. However, the best and often the only way to determine who may have deserted during the period of time in question would be to have a look at military service files.
