I know I am late on this subject, but many records of men in the 7th Regt. Mississippi Volunteers indicate they enlisted, but were not mustered; however, some of them joined other units or did not report when the regiment formed and left for service. they had joined the local Voluntee units and decided that another unit was more suitable. Many of these men joined other units or eventually reported to their original unit. Some may have been physically unfit for service. I also thought that the Conscript Act did not take effect until October 1862. Whether it took effect in May 1862 or October, that appears to take away the Newt was always opposed to the Confederacy issue. My understanding on bounty money was that if you could find a man to join your unit, he could receive the bounty even if he was a "volunteer in fact only" since some conscript-eligible men joined Militia units or Cavalry units to avoid returning to the infantry. Choosing your unit was better than taking your chances with being assigned, I would think.
