Although I've never seen anything like them, it sometimes appears that some county enrolling officers had a list of men thought to be eligible. Evidence to suggest this appears in 1863 enlistment records for men who had enrolled in other commands during the previous year. Rolls for the new command simply state, "never reported". That alone suggests that certain men were thought to be available and had their names placed on roll without ever being present.
