In addition (I was thought about this dozing off last night), many of the Southern states had what I refer to as "shadow supply systems." They had clothing and material that they would supply to the regiments from their states. I know this to be the case for both North Carolina and Georgia. Every hear of the "Joe Brown" jacket? It wsa a state issue item. I was also a good political tool for the state government. Now don't think that the state did not turn around and hand a bill to national government.
