Another issue was that many of these units considered themselves as "local" troops raised to defend their area of the state. Movements away from their "local" area often resulted in high rates of AWOL soldiers.
Being close to home also created many opportunities for slipping away from duty.
And, troops in the backwater areas of the war did not always have top quality or well trained officers with predictable results.
District and Department commanders often asked that such troops be transferred away from the temptations of their home areas, and replaced with troops from another region.
