I've not made a research project out of it, but it seems that our ability to locate requisitions depends on where a clerk decided to file it. Requisitions often appear in files belonging to company and field officers, whoever actually needed the item(s) being requisitioned. Far more often, they will be found in files of company officers. Many requisitions were filed with regimental quartermasters, who (of course) could have two or more service files. Then there are depot quartmasters, as well as quartmasters assigned to transportation, payments and labor. Then there are quartermasters assigned to military districts and departments.

I don't pretend to understand how it all worked, but can't imagine that anyone outside the quartermaster's department could have a handle on chain of command. There is a special set of microfilm for quartermasters, but I've never cracked that one.
