He claimed he didn't know how much he earned in 1910. He owned a Shoe Shop and earlned only that from repairing shoes.

It would seem to me he didn't qualify for a pension. However, the pension questioneer did not ask for physical status, etc. Maybe the original requirements no longer were applicable.
