It was in the Thomas Munford Papers (not a VA governor but involved in post-Reconstruction era VA) at Duke University. There is a folder therein that covers the "outrage" of the bearing of the breast on the Reconstruction state flag that had a good bit of his correspondence on the topic that I read. I had not heard of this before until I got through this folder. All I was looking at when I was there was anything for flags - I did not do any research on seals. I found this in their card catalog for "flags" as a subject heading and the scope of the papers can be found now on their special collections web site.

I have found more than a couple mistakes on the Georgia state sources for their flag so I would not trust completely whatever VA sent you as being complete.
