[I have just been reminded today that the Reconstruction Govt in 1873 were the ones who made Virtus bare her breast, sheath her sword and plant the point of her spear in the dirt as retribution for the CW.]

Early Virginia State Seal Virtus breast are covered, the official State flag & seal of 1917, she is fully clothed, around 1933 she is exposed on the State Seal and they add the wreath. So the reconstruction thing is rubbish. A few years back, in the 70’s, I picked up a booklet from Office of the Secretary of the Commonwealth that had the art work and history of the State Seal & Flag, they may still offer it.
