HI Greg,

There may have been a discussion, however I have no evidence (legislated, newspaper, etc.) that it was in practice until 1930. They may have been discussing one of the lesser seals, that of the Governor, House or other official office of the Commonwealth. All of the documents that I have seen that have the signature and seal of the Secretary of the Commonwealth, everyone is fully clothed. I have a drawing of the 1881 seal, about the time the pearls were added to the outer edge of the seal.

Unless you can provide a source that I can search, more then what you have here, I’ll stick with what I received from the Office of the Secretary of the Commonwealth and gleaned from other documented sources but as always, I’m open to newly discovered information.
