I have seen Preble's work and unfortunately he makes some mistakes through the book...this is one of them. Webb's regiment which is being referred to is a Connecticut regiment and has nothing to do with Virginia. George Mason did mention once the seal of Virginia, but never in reference to this unit. Preble, like many authors of his time just took many facts and applied them where he thought it made the best connection. The flag for Webb's regiment does have some common features with the Virginia seal, but it is not quite the same.
