From you answer, you are confessing time periods, Armies, Continental Army and State Militia. Although the British & French Armies did influence some designs, it was General Washington & Congress that designated the colors of flags used by the Continental Army and those of the States Militia.

The U. S. Army was reorganized after the Rev. War and new colors. It was also reorganized after the Mexican War and again new colors.

The Continental Regiment of 1777 from Virginia carried a blue flag with the State Seal adopted in Williamsburg, July 5, 1776. Mr. George Mason read the description of the flag and seal to the delegation. The bonnie blue reference is rubbish.
