J.S. Fisher, Asst. Chief of Staff; Jan 1865 CSRs

Please help identify "Captain J.S. Fisher, Asst. Chief of Staff, of Dallas TX." ..His name may have been "J.L. Fisher" instead of "J.S. Fisher." ..It is difficult to distinguish a handwritten capital "S" from a capital "L" with no other context.
.
"to report to Captain J.S. Fisher, Asst. Chief of Staff of Dallas, Texas to drive beeves by order of General Edmund Kirby Smith, Special Orders 240 dated Sepember 24, 1864" is the basic quote of eleven (11) January 30, 1865 Confederate service records of Bourland's Regt.
