Railroad still in CSA hands

In October of 1864, where could a CSA officer safely get on the railroad from Chattanooga to Lynchburg, VA. I am writing a biography of a Confederate doctor who received orders transferring him from the Army of Tennessee to the Army of the Valley in Virginia. He was below Chattanooga on Oct. 10, 1864 and arrived in Gordonsville, VA on or before October 18, 1864. He had his private horse with him. I speculate that he traveled by train as it would have been near impossible to ride on one horse the near 500 miles in 8 days.
