I just spoke to someone who is working on the flag for the auction firm and it is uindeed a naval ensign. There is a rope hoist edge for it that goes all the way through the flag but the grommets that are on it were added post-war (probably) and the rope was removed.

This is indeed a Richmond Depot made flag.

The second flag is probably a UCV banner, post-war.
