This flag is an easily identifiable CS Second National Richmond depot issue. It is unlikely it was a naval ensign as they were usually made with rope and a toggle sewn into the header. The Chrysler Museum of Arts is located in Norfolk, Virginia and "absorbed" the older Norfolk Museum sometime in the 1960's. I believe the flag was probably part of their collection. As long as I have lived here, (almost 35 years) I have never seen this flag displayed as part of the Chrysler Museum even when they had a chance to show it when they hosted a major Civil War photography exhibit a few years ago. What a shame, I would have loved to have seen it. Norfolk had many Confederate veterans and ties to the CS government and some citizen probably donated to the museum after the turn of the 20th century.
