I Col Geo [George] P. Foster is authorized to purchase or impress arms, not in the hands of men in the Confederate service in Yell County [Arkansas] and send them to this place to be turned over to the Chief of Ordnance. - The Sheriff of said County is authorized to render him any assistance for the speedy execution of this order
II Capt N Clark will at once report to Capt Read [John G. Reid], Comd’g Artillery at Fort Smith, to be Assigned to duty as a Lieutenant of his Company, if he has not yet his full number of Lieutenants.
III Col J. [John] B. Clark, Jr P.A.C.S. [Provisional Army of the Confederate States] will report at once to Brig Gen [John S.] Rains, who will assign him to the command of an Infantry Regiment of his command, or of such companies not yet formed into a regiment, as he may have, and add thereto enough to make a regiment. Lt Col W.B. Cory and G. [Gustavus] Elgin will report to Col [John B.] Clark for duty.
IV L.M. Bissel will proceed without delay to the east side of the Mississippi River for the purpose of procuring Ordnance Stores for this Department. He will report to Col J. [John] W. Dunnington, Ch'f of Ordnance, who will give him full instructions as to the articles needed, what quantity to procure &c. - He is authorized to call on Confederate and Post Commanders for transportation necessary and is authorized to impress transportation, if necessary, for this purpose.
V W.H. Field is hereby authorized to procure arms by purchase or by impressment if necessary, in the counties of Perry, Yell and Scott, and send them to this place to be turned over to the Chief of Ordnance. He will in all cases of purchase, give duplicate receipts in proper form and allowing reasonable prices for all arms purchased.
