I would suggest that you discuss the interpretation of a marked grave, given the stone is unreadable, with the Cemetery Management.

That is, if you are talking about a presently managed cemetery.

These folks usually have the VA application paper work and are used to arranging for tombstones. They also have to validate they will
accept the stone and also the viablility of the present marker.
