Sounds like some of Lincoln's and the Republican controlled Congress's implementation of extortion on the people of the South in the form of the Internal Revenue Act that was supposed to make Southerners pay for the illegal Yankee war which violated the country's founding document, "The Declaration of Independence". This was the first time that private American citizens ever had to pay taxes to other than their State and local governments. It was after the return to Congress of the former Confederates and other Southerners that there began an effort to make the Federal Government redistribute the wealth that had been stolen from the South by the Republican controlled Congress of the War and Reconstruction period. Even US President FDR and many of our loyal Southern Congressman of the 1930s recognized that the South had still not recovered from the Republican plundering of the South during and after the War so it was imperative to try and redistribute some the country's wealth back to the Southern States where it had originated.
