Experts on Crown Hill Cemetery, Camp Morton

My GGG grandfathers grave was originally listed in his service record as grave number 542, Green Lawn Cemetery, Indianapolis, Indiana. Now there is only one marker at Crown Hill Cemetery and one mass grave? WTF? They could not give them the dignity of their individual selves and mark their grave when they knew who was who? Is this correct?
