See the link below. Our modern connotation of the word leans more to those who are confined against their will. In times past the word inmate was applied to a wider variety of situations, including hospitals or even apartment buildings. Many states provided homes for Confederate veterans who could not otherwise support themselves. I can imagine that living in a veterans' home provided a measure of dignity as opposed to living at the poor farm.
