Oklahoma Confederate Home

Hi...I am doing geneology research on my family and we thought we had found a Great Grandfather who was in jail in Oklahoma in the 1920 census. Turns out he was actually an "inmate" at the Confederate Home in Ardmore, Oklahoma. He was a veteran of Company E, 4th Mississippi Infantry. Does anyone know if the term "inmate" refers to an actual prisoner or is this like a retirement home for Confederate veterans? Glad to have any information. His name was William Joseph Herring, Jr. His wife, Sallie, was also listed as an "inmate" with him there. Thank you!
