Thank you. The new Union Dept. of the Missouri commander, Major General Grenville M. Dodge (who we know in American History later as a great engineer of the railroad expansion across the West), on December 24 directed his five district commanders to submit summary reports every two weeks telling what the guerrillas were doing in their districts. Those reports began rolling in during January and some of those printed in the "Offical Records" did a pretty good job of surmising trends based on evaluations of their various patrol reports. Some of the better summations and conclusions were done by Colonel John F. Phillips commanding the District of Central Missouri. The man showed insight and it doesn't surprise me that he later became governor. Maybe it was one of his twice-monthly reports that you saw, or one of the other district chiefs. I will go back through those to look for the weather comments. Good!
