I wouldn't give up on the Kingston parole rolls. Again, take a look under other town names in that part of Georgia. A couple of years ago, I found a register for paroles issued in Winchester, Virginia that were listed under Lewisburg, West Virginia for some reason.
We likely crossed paths last November as I was there also for a couple of weeks.
