Sounds like the same thing they do in New York City, where you pay a dollar to enter the city. Eventually every major city will charge people to come in. Even if it is a single dollar, just imagine how many people go in out of major cities.

I'm proud to call my family members "Rebels" for a few of them, they really were. When Lee allowed his cavalry to escape from Appomattox, a few of my family members got out of there. They never surrendered nor asked for a pardon, they just slowly faded into the hills.

Had family in the 1st, 6th, 7th and 18th Virginia Cavalry.
