One more thing:

The reason that Second National flags were not part of the ANV's Pennsylvania Campaign was due to the Richmond Depot being out of wool bunting to make them. I have several letters to the depot asking for the new flags and the response was basically to wait for the next shipment - which came in August 1863.

The soonest that I have found Second National HQ flags in the ANV is October 1863 - despite the film "Gettysburg."
