It seems indeed to be a Fold 3 error.

I have the Microfilm catalog for the National Archives and they seem to have lumped the first part of the 26th VA Infantry onto the same roll as the 25th VA Militia - Roll 707. The rolls should be as follows:

707 - 25th VA Militia/26th VA Infantry A-Bi
708 - 26th VA BL-By
709 C-Co
710 CR-D
711 E-F
712 G
713 H-Ho
714 Hu-K
715 L-Me
716 Mi-O
717 P
718 R
719 S-Sp
720 ST-To
722 - Wh-Y

When you click on the 25th VA Militia/26th VA Infantry on Fold 3 what you get is Roll 708 which is letters BL-By as listed above. There is nothing for the 25th VA Militia at all. So Fold 3 is missing Roll 707 entirely and that would have the Record of Events card and unit listings of Field & Staff.

You might email them and let them know that Roll 707 is missing and that the heading for Roll 708 as listed should be just for the 26th VA Infantry Names Bl-By. I could not find the roll showing up anywhere else.
