So far as I know, the only ANV divisions that got full issues of flags during the war, all of which having the dark blue painted battle honors save for Pickett's which had the white painted unit designations, were those of DH Hill (later Rodes'), AP Hill's (later Pender's and half of Heth's) and Ed Johnson's for those with battle honors and Pickett's with the unit designations. No other full divisional issue has been found. So based on what Madaus surveyed, I would state that Ewell's Division did not get full issues and got them in an as needed basis. Many ANV Third Bunting flags were issued just before and after the Maryland Campaign of 1862. Most of these bore no designation or honors but there were some exceptions on a brigade level: the Florida Brigade, Lane's NC Brigade, One of the SC brigades (Kershaw's?), one of the Georgia brigades (the one with the 15th GA - Thomas?), etc. Madaus thought that since some of these brigades did their own battle honors that the full divisional issue was in order. Ewell's troops would have been issued flags at this time. I do not know if they lost any before Gettysburg but if they did I doubt they were marked at all.

We have never found out why the full divisional issues ended. Probably half of the ANV flags, if not more, were never marked with unit designations or battle honors.
