At the re-organization quite a few members of the 16th Tenn did transfer to the 8th (13th) Tenn Cav & John Brogden has not only done a roster of the 8th Cav but also of the 16th Inf, which the roster was drawn upon to produce the one which was posted on the 16th Tenn web-site. Also a few members of the 25th Tenn Inf transferred to the 16th thus its easy to have a problem.

I know of no specific body of research that covers all people that were in multiple units but a member of the family of Samuel H. Alexander has been researching the different people with that name and as Bill Gillespie points out there is at least one person with the same name. Access to their CSRs might help but I dont have access now so there is no avenue there to go down.
