Got the information I needed. Thanks to all that responded. It is a smoothbore cannon. It was brought back to the United States after WWII from the Phillipines. It was at the SeeBee Base in Mississippi and THEY no longer wanted it. It was brought to Camp Shelby MS and put into the location it is in now. It is sealed with cement. Hopefully one day I was told they will be able to set it up for display.
