That would be St. Charles Arkansas. The CS forces there were Pleasant's 29th Ark Inf, and about 50 sailors from the Ponchatrain and Maurepas manning the shore batteries there on the White River. However not sure about identity of flag. The Confederates were attacked and driven off so could have been there or from town as well. No mention of losing a flag so far that I can find.
