Here is the information...looks like it occurred at Little Rock

It states that the Jackson Guards, on the Mary Patterson were headed ahead to Memphis to await the rest. They mailed their ballots at Des Arc for the election of officers (Hammock pg 10)

From the Arkansas Gazette (no date given) pg 11-12

"On Wed evening the officers of the Regt which held its rendezvous here preparatory to its departure for Virginia was organized by the election of a COL, LTC and MAJ....CPT Fagan of Saline Co was elecgted COL, CPT Monroe of Clark Co was elected LTC, and COL Thompson of Pulaski was elected MAJ. They are all good officers, understanding their duties and having the conficdence of the men under their command."

The article concluded by commending COL Flournoy for his graceful acceptance of defeat. It was he who informed the Confederate government that the election had been fair and satisfactory to him and he urged the immediate induction of the regiment into the army.
