According to a file in Ancestry.com, his mother Lucinda C. Wharton was born 27 August 1826 and died in 1878. It says his father, William R. Bullock, was born in 1827 and died in 1860, before the Civil War. His death would have been AFTER 15 July 1860, however, as he still appears as the Head of Household in the 1860 Census (St. Clair, Alabama). William's occupation is given as "Chair Maker."
