Is there any way to tell who had the overall authority to grant a given section of land for the purposed of establishing a confederate military training camp? Would it have been the local town mayor, governor of the state, the local military commander, or orders from (Montgomery) Richmond? Who would have made the final decision to set up a training campsite and determine where it would be located? Any helpful ideas or answers would certainly be appreciated.
