I'm no expert on either the 1860 census or grammar
However I do know that there were about 500,000 free blacks in the US in 1860. Well over half of these lived in Southern "Slave" States. Over 200,000 free blacks resided in Virginia and Maryland alone. Maryland although never officially entering the Confederacy was and is most certainly Southern.
