This applied to all. Contrary to popular belief, the war was *not* over when Gen. Lee surrendered at Appomattox. The two countries were still at war, so when a unit surrendered, it was paroled (if not transported to a POW camp). This meant that they were pledging not to rejoin the war effort until properly exchanged.
