Yes, that is consistent with what I have found before. However, I find it odd that a writer of the history of a man from Sumter Co. would have made that statement. It doesn't seem to be a likely error.

I wonder if the writer really meant that Co. A was composed of men from Sumter, Pickens, and Mobile...thinking that it was a given that the reader would know of the Sumter connection.
