Rock Island is the right place for him to have been to join the U.S. Volunteers. Here's something related that I had written for one of my books:

"The 1st U.S. Volunteers were formed early in 1864. The 2nd and 3rd were formed at Rock Island POW Camp late in 1864, and were sent West in February or March 1865 to fight the Cheyenne Indians. The 2nd guarded the Sante Fe Trail, while the 3rd garrisoned Forts Kearney, Cottonwood, Julesburg, Junction, and Laramie."

I did not write where the 1st was formed, if I knew. I'll go back and check my source to see if it said.
