According to Broadfoot, the National Archives has service records for a Major E.L. Hord, Quartermaster General Staff. These records will qualify you for SCV membership if you can document your relationship to him. As to Francis Triplett Hord, I found no listing. This does not mean that he was not in the Confederate Army, just that there is no record for him in the National Archives. However, this is very strange since he was supposed to have been captured at Vicksburg. Union prison records are not very extensive, but if he was a prisoner, they should have something on him.
